Two crossing thresholds. No sliding scale.
Plumbmark does not bill marginal seats. You cross from Free to Standard at seat 11; you cross from Standard to Scaled at seat 101. Everything else is constant inside a band.

Atlassian is the merchant of record. No Stripe account, no VAT registration.
Both boundaries are first-order (a single seat trips them). They are not sliding — at 10 seats the bill is $0/mo; at 11 seats the bill is $1/mo.

Free → Standard at seat 11.
Your Marketplace install reaches seat 11 → the invoice starts at $1 per seat per month. Atlassian handles the change — no Plumbmark action required from the tenant.

Standard → Scaled at seat 101.
Your Marketplace install reaches seat 101 → the per-seat rate steps down to $0.75/seat/month. The annual prepay discount (10%) carries across both bands.
